[SOLVED] Is my PSU faulty?

Ok, so of recent my PC when I try and boot it takes 2/3 goes before it finally boots to the desktop, I am wondering if my PSU is faulty because of this and both me and my dad agree there is a slight burning smell coming from it I know this is probably a dead give away but want to know for certain before I get another one. Also wondering if my bios is corrupt so how would I check that as well?
Specs:
PSU: Cooler Master 650W MWE Bronze
GPU: Gigabyte Geforce GTX 1660
CPU: Intel i7-9700k
MOB: Asrock Z390 Phantom Gaming 4
 
Solution
I'm wondering if there are some messed up sleep / suspend settings. Does the problem go away if you cycle the power when the cord is unplugged, then plug the cord in again and power up?
It will just sit there with Asrock on the screen till I turn it off and then back on and so on

Read it somewhere trying to find the problem
So I've pulled my pc all apart just go my motherboard sitting on standoffs and my ssd with my OS plug in and my m.2 drive, and graphics card is the only things plugged into it and it booted first try
