Is my speed correct

Hello,
I have CPU i7 860 and I run CPU-Z and I found the core speed is 1199 and sometimes it increases dynamically !!

is that speed should be higher ? what is the stock speed numbers for that CPU ? I dont want to OC now until I get a good psu

also should theses numbers be fixed ? how they change dynamically ?

Google Intel Speed Step it will tell you everything you are trying to figure out. Basically Speed Step is a power saver will down clock your CPU when its not in high demand to save energy.
