I have a feeling as if my rig should be performing better than it is. I've upgraded my STRIX 970 to a STRIX 1070. I had reinstalled windows a few days prior to have a fresh OS for the new card. Here are my specs as of now:

i7 4790k @ stock
16GB DDR3
256GB SSD for OS
4 HDDs
I game at 1080p 60fps. I've done Unigine Heaven and Valley benchmarks. The first day I was averaging a certain fps, the day after my scores and fps for both literally doubled, although my performance in games seemed to stay the same. In certain games, the 1070 shows how powerful it is, in others it seems on par with my 970. GTAV on an SSD on ultra settings with AA on could achieve between 60-90 fps, yet when I turn Vsync on it could just dip itself in the high 40s and gradually make its way back up to 60.
Is there anything I could do to ensure I'm seeing the performance that I should be? Perhaps reinstall windows again if the first installation caused issues?
