It depends on multiple factors like what games you play, at what settings and which resolution, but in most cases, yes, it certainly does. It's a very old CPU paired with a recent GPU. The 4060 is not a powerhouse graphics card, but the 4790k is so old that it most likely hold it back in most situations, especially if you play at 1080p.

A cheap yet noticeable upgrade would be a i5-12400F.

No it can’t. An Intel motherboard can usually only support 2 generations of intel CPUs, so your motherboard is too old to support a newer CPU.

A new CPU is going to require a new motherboard (and with it, likely some DDR5 RAM).
