i have 4790k cpu stock speed with 32 gig of system rams running window 10. Also, I have a mechanical gaming keyboard RGB mouse . My speakers are creative pebbles

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Please mention the titles/apps you're taxing the system with. The make and model of your monitor should tell us the resolution and refresh rate for your gaming sessions.
 
It depends on multiple factors like what games you play, at what settings and which resolution, but in most cases, yes, it certainly does. It's a very old CPU paired with a recent GPU. The 4060 is not a powerhouse graphics card, but the 4790k is so old that it most likely hold it back in most situations, especially if you play at 1080p.
