Is Paint.net a reputable program?

Hello,
I have been looking for a photo editing program for a while now and have seen Paint.net. I have heard of it before and it seems professional, but I just thought I'd come here for your opinion. It's just to use, until I purchase Adobe Photoshop Elements 11.
Any reply is much appreciated
