Is PSU Anti-Vibration Pad useful?

I don't think a pad is helpful. The psu is usually attached directly to the case with 4 screws.
Any vibration will be transmitted there.

If the psu is underpowered, it will heat up, and the fan will spin up making noise. That is what you will hear.
silver or gold efficient psu's may not even need to activate their fans.

What you say makes sense. I just mounted my new rig and I don't see how it will cause vibration since it has plenty of power.

I should be more worry about my CPU and case fans I guess since they are noisy.

Your PSU is a large object, its fan isn't going to induce much vibration in it, certainly not enough to generate significant noise. A damping pad would be overkill, especially if the PSU already sits on little feet in the case, those will keep it from moving and unless the fan is spinning at full speed (really never should), you wont be able to get any notable vibrations.
