"better" is relative to your needs. do both have the features you want/need? enough sata ports and usb ports of the right kind? and so on and so on. look at fan connections and anything else you may want to use on the motherboard.

they'll both easily handle the 3600 cpu so that's not an issue really. you need to decide what features are important to you and if they both have it, then you can look at the extra stuff that sets them apart.

Could you answer me please.. im new on gaming

It's like asking "is a 2018 car better than a 2017 car?" Without all the details of components, goals, and budget, it's an impossible question to answer with any kind of insight. I don't know anything about these things other than "Ryzen 5" and even that refers to about two dozen very difference CPUs released over a nearly three-year period.
 
With out knowing which B450 you are comparing to and pricing & needs, it's indeed vague.
But ultimately that motherboard is pretty decent, you cant go wrong as good features, decent VRM and is the latest chipset that is always a good thing to have, but if you are tight on a budget there are good B450's that are under 100$.
