Is the Dell Precision 490 tower good for gaming?

I'm looking to buy the desktop as it has a great offer. It has two Dual-Core Intel Xeon 2.0GHz (dont know if it's 5100 or 5300 series) with 8GB RAM and an N VIDIA graphics card (not too sure which one)

I'm not too worried about the graphics card as i have budgeted to upgrade that if necessary but can the processor handle gaming? Seeing as it only has a clock speed of 2.0 GHz. Or am I better of getting something like an AMD Phenom II x4 b97 with similar RAM and an appropriate graphics card?

Both mentioned desktops (refurbished) with the mentioned processors are not going for more than 150$ and my budget on a graphics card is $70 dollars. I've heard to convert the currency though.. Not sure what they usually cost in other countries
 
What's best will depend on your local market, but even a Phenom II from ~2009 will struggle in modern games. You might be better off going with something more recent, such as a Core i3 6100 or AMD A8/A10, and using integrated graphics.

Unfortunately that's out of my price range for now but eventually can I upgrade the HP Compaq 6005 pro SFF with the Phenom II to the AMD A8/A10 or something similar?

I'll re-asses my options and try get an i3 at the very least. Thanks for the help.
