There are many examples of cars that run in the 10-11 second range with a top speed WAAAYYY below 210. Just go look at the NHRA record book for cars that run around 10 and look at their trap speed. Having a top speed at or a little above the trap speed is a good way to go fast. Having worked with and for a couple of NHRA record holders, I've seen cars go into the traps at the redline (or above) in high gear many times.
