I built my system this January,it's a ryzen 3 1200 with gigabyte b350 gaming 3 board.
While installing the CPU I accidentally smuged the pre applied paste on the cooler(excuse me,first time builder)
It wasn't that bad,just a fingerprint on the paste.
As I didn't have any Tim lying around and it wasn't possible for me at that moment to get some good stuff I just seated the cooler like that.
System ran fine and posted,I was getting temps around 45-48C while gaming on stock clocks.(it was winter with low ambient temps)
Now I recently bought a 1060 and felt the need to overclock.Im running the CPU at 3.8ghz @1.23v
Around heavy gaming when CPU usage ranges 90% and above temps goes to 66C
(58-66) but now ambient temps are much higher (reaches to lower 30s peak).
Do I need to reapply the TIM or are these temps normal?

No, your temps are fine and the thermal paste is fine. You put a pretty decent OC at 3.8ghz on the CPU so you are going to have higher temps. 66C under load is fine for a 1200.
