Is the XP-compatibilty catalogue comprehensive?

Is it true that if a motherboard is not in the Windows catalogue of
XP-compatible components then it is categorically INCOMPATIBLE with XP? I
have an ASUS CUV4X Socket 370FC-PGA, and its not in that catalogue.

It might work, but ASUS doesn't want you to use the old
mobo, they want you to buy a new mobo. So they don't submit
old hardware for testing, so it isn't tested and rated. It
will probably work if you have a proper CPU and enough RAM
and maybe a BIOS upgrade, but it is not tested and
guaranteed.

Windows XP will run on some pretty old systems. But only
you know what your system has installed. You have a flip
chip socket and can have a wide range of CPUs installed, you
don't say how much RAM you have, or what else, such as video
and sound, all these must work together. Bottom-line, is
try it and see.

No.
Not being included means the hardware has not been tested for windows
XP.
Testing costs $ and manufacturers are reluctant to pay to have older
hardware tested.

You should have no problem running XP on that board providing you have
adequate RAM and cpu. You might need a BIOS update. Be forewarned that XP
doesn't take well to overclocking so if you have the system overclocked you
should clock it back during the install then see how it responds after it is
setup.
