You're looking for the Event Log.
Start -> Control Panel -> Administrative Tools -> Event Log

There are the OS Event Logs; Application, Security and System.
Execute; %windir%\system32\eventvwr.msc
However it is not like a TCP based Daemon like in Unix where you can point other devices to
send their respective error lmessages to the platform.
Classic: Control Panel > Administrative Tools > Event Viewer
XP: Control Panel > Performance and Maintenance > Administrative Tools >
Event Viewer

I think after he finds it and noses around in it for a while, he'll see just
how limited it is when it comes to providing any useful information. 🙂
