Is there a way to get a different ISP than is available in my area?

I am moving to a new house and have been searching for the answer to my question for quite some time. The only ISP available to me is Time Warner, and their speeds are pathetic for such a high price (big surprise). I'm wanting to know if there is some way to get a different internet provider than is officially available in my area, sort of like how I could get multiple power companies all using the same cables?

What sparked this idea was a year or so ago when I had a computer teacher at school who was getting his internet service turned off due to being caught pirating. He shrugged it off and said "it doesn't really matter. I will just get a Swedish internet provider"

Is it actually possible to do something like that, or was he bluffing about it all? It seems like it would be something that is possible, but I simply cannot find the answer to it.

You may be able to get internet over DSL (phone lines) instead of cable. IIRC, that's usually AT&T. Not in the US though, so I can't really comment. Speeds are likely to be slower.

He may have been referring to getting a VPN or proxy.
