Beyond 3733mhz you decouple the infinity fabric on Ryzen. Makes it not even really worth doing. You're better off at 3600mhz.

I am running IF1900 and 3800CL15 at the moment. The hard wall is around 1917 for the IF. Not all ryzen 3000 cpu's can hit 1900 IF. You can still manually set IF to 1900 and RAM to 3800. This will net you good performance. 3733 is IF 1866. 3600 is IF 1800.
On that graph the minimum latency is 67ns, I am at 63ns in aidia64. IF 1866 is 64ns latency aida64 with my RAM. There is a hard wall after 1900 where the CPU will not boot but I am lucky, for the moment IF 1900 is stable. So I tightened the timings for the RAM so that I can complete the Ryzen DRAM calculator easy RAM test within 102 seconds.
This nets me the same performance as a 9900ks with 3200 RAM. I get a 11550 time spy cpu score maximum if I set pbo on, limits motherboard and scalar to x10 (no other scalar value does anything at all). If I leave scalar to x1 I get 11300-11400 time spy cpu score. (Really cold air temps 11500 and normal room temp with heater on 11300-11400.) This is with a 360 custom water loop with full copper block.

A 9900ks with faster RAM with timings set to as tight as possible, the 3800x can't match a 9900ks. Bad RAM makes the 9900ks perform within the range of a good 3800x OC. With the 3800x most if not all of the overclocking is with the RAM. Set IF 1900 and RAM 3800. Try to reach CL15 or CL14 under 1.45-1.5 volts DRAM.
The 3800x is cheap and fast, with the abba bios I boost to 4-4.449Ghz in games all cores. I do not appear to be slower than the 9900ks (RAM above) in games.
