Is there anything else that would cause my PC to have frame lag?

To start off, here are my specs:

CPU: i5 4690k
GPU: GTX 970 SSC (I'm getting a GTX 980ti, and it is on its way)
Mobo: MSI Z97 Gaming 5
8 GB of RAM
Power Supply: EVGA 220-GS-0850-V1 80 PLUS GOLD 850 W


For the past week or so, I have been trying to solve my frame lag issue. I only get about 80 frames on CSGO, I only get about 20-30 frames on BF4 on ultra... After testing, I found out that my GPU usage ranged from about 20% - 70%. The first thing I though of was if my power supply was a good quality one, and it is, or at least I think. So the second thing i thought was that the CPU might be bottlenecking, and as it turns out my temps are way too high during gaming. So I went ahead and ordered a Cooler Master Hyper 212 Evo cooler for my CPU. Along with that, I ordered two more case fans for my case.(Cooler Master Elite 310) I know that this case is kinda outdated and the airflow is not that great in this case, but before I go out and buy a new case, (if this new CPU cooler, and the extra fans don't work) I wold like to know if there was any other possible way that something could be effecting my FPS other than the temps on my CPU.


All my Drivers are updated, there are no viruses, and my GPU temps are normal.

You need to check if the CPU keeps on running at its full frequency (check with XTU); if both the CPU and GPU are not used more than 15-20%, then a setting probably is incorrect. Unfortunately I'm not an expert with those games, but with detailed info, other members can probably help you achieve better FPS.


I did a benchmark, and it got up to 100 degrees c, and the throttling was around 40%. The maximum frequency was 3.71 GHz
 
Do you still wonder why your PC is slow? What benchmark did you run? A stress test would make it throttle even more. If you use the stock cooler, then it isn't fully locked in place. You need to remove it, clean the old thermal paste and apply new paste. If you use an aftermarket cooler, then it isn't installed correctly or it isn't good enough for that CPU.
 


I'm using the stock cooler for my cpu. I didn't install it, my friend did. When my new CPU cooler comes in I'll install it myself and do a better job on it. I ran the Intel XTU benchmark...
 


Sorry for late reply, you were right, it was the cooler. I tightened it better and now my gpu usage is consistantly 85-99% on all my games, except for Arma 3.....

I'd like to try to solve the Arma 3 issue so if you know of anything that would cause this please share, as I'm only getting 10-15 fps because my GPU hovers around 15%.....
 


If you mean GPU usage as frequency then yes, I only get like 10-15% usage. I also noticed that on some maps on CSGO, my usage stayes around 20% percent as well
