Question Is this a burnt chip and if so can it be fixed or replaced?

The laptop does not power on or charge. It is a dell inspiron 13 i5379-5893GRY-PUS. I replaced the battery about a month before this happened as the old one was swollen but I don't know if that's related at all.
 
If you're referring to the chip just above PU5201 Q2503 labelled on the PCB, then you might be able to source the chip from a donor board and replace it with a soldering job but the chip cannot be fixed, it seems burnt beyond recognition though. Did you source a genuine battery for the laptop?
