Is it dead smack in the middle of the screen?

Since it looks too big to be a dead pixel. Then again, i don't know how close you took that pic.

Simple test: make a screenshot within Win and look if it shows up. If it does, it is generated by GPU/system. If not, it is generated by the monitor.

But at 1st glance, it looks like sniper dot, IF it would be in the middle of the screen.
E.g from my MSI monitor settings or included software, i can enable "Screen assistance" in form of all kinds of sniper crosshairs, that are displayed dead center of my screen, regardless the application i use.

No, seems like stuck pixels. Dead pixels tend to be black or white as they fail to receive power. They are rarely in "clumps" like those.

You could try ismylcdok and "transition" to death the screen to see if it revives those pixels. Do Not follow YouTube advice and rub the area. Also check monitor warranty as the problem could start getting worse.
