Is this a good build?

It'll perform well, but there are a lot of issues with it.

1) Thermaltake Smart is a poor quality power supply. It is vital to get a quality power supply unit for any priced system. There is a Tier List here where you can see what ones are good and poor quality. I recommend a Tier 2 or higher unit always.
2) Get the I5-6500. For just a little more money, it has 0.5Ghz higher frequency and will be much better therefore.
3) Just get a micro ATX case with your micro ATX motherboard. Cooler Master N200 is one example. I'd look for a $40 case.
4) Buy an R9 380. It's best to buy the newest tech, and it performs better than the 280.
