Question Is this a good built? 1600USD

Hello,

I'm building a PC for around 6500zł = 1600 USD. Prices might be different as in my country there are different shops.

This build will be for gaming, programming, small video editing, working with linux, overally everything - I don't want it to be specified for some tasks.
I'm getting GTX1660s just for a moment until RTX3000 come out. In future I might also change 3700x for 4800x that's why I choosen good air cooler and MOBO.

• R7 3700x
• MSI MAG B550 Tomahawk
• Noctua NH-D15S
• Gigabyte GTX1660 Super Gaming OC 6GB
• Crucial 16GB (2x8) 3200MHz, CL16
• BeQuiet Straight Power 11 650W
• ADATA 1TB M.2 PCIe NVMe SX8200
• beQuiet Pure Base 500DX

and now the questions:

1. Is this a good build, or should I change something?
2. Will this MOBO and Air Cooler be enough if I decide to buy 4800x in future?
3. Will this 650W PSU be enough for RTX3070 and R7 4800x in future, or should I buy 750W?

I would get the Seasonic GX 650W, but it's not available rn and I would have to wait around 3 weeks. Is BQ going to be worse?

I have also seen tests in which Samsung NVMe was batter in performance, but had some heat issues.
