You'll have more fun on a 1080p monitor. Anything Asus/BenQ/LG is what I'd go for. Good luck getting "60fps" on Arma 3, I always laugh when I hear that. Running 4770k @4.4ghz and OC 970, my average in multiplayer is 40-50s. The game is mostly CPU intensive, so your lower clock speed will be the death of you there. Single player is a different story, multiplayer is a killer to frames.

It would be easier if you posted a budget rather than ask if anything should be changed.
Well you can display up to 4k on that card but 1440p (2k) is the sweat spot for higher than 1080p res gaming.
I have a MSI GTX 970 and I play on a 1080p monitor. I can play high-ultra on basically any game, Killing floor 2 is my favourite at the moment.

Its up to your preference really, I see no reason for 2-4k gaming yet. I'll be sticking 1080p for a long time.

Just got my brother this for Christmas: http://pcpartpicker.com/p/vHCL8d
Case is personal preference, that S340 doesn't have a 5.25in tray for a cd drive I think but I have an external one anyway for him. You could get better for €1500 but why break the bank. You should always go for a better CPU than GPU, something that you wouldn't upgrade a lot unlike the graphics card. Don't skimp on the CPU. I have an Asus PG248QE 144hz (24in and LG 29UM67P ultra wide (29in, main monitor) and love them.
