If you can just slightly over the budget, you can get a Ryzen 5 1600, which is a six core processor - much better for gaming in the future, a quad core is getting slightly obsolete for gaming. You could also look for the Ryzen 5 1600 second hand, perhaps it can fit your budget then - lots of Ryzen 5 1600 are being sold second hand in preparation for Ryzen 3000 launch. There's nothing that can beat a 580 under 150. If this is a new 580, 115 is a crazy-good price.

One more thing - if at all possible, could you get an 8 GB version of the RX 580? It would cost more, but some games might benefit from it. If you can't, that's okay as well, very few games use more than 4 GB VRAM; but in the future they might.
