Ι would get this motherboard, as it offers upgradebility to Ivy Bridge and PCI-E 3.0 with bios update.

GIGABYTE GA-Z68X-UD3H-B3 Intel Z68 Motherboard - ATX, Socket H2 (LGA 1155), Intel Z68 Chipset, 2133MHz DDR3, SATA 6.0 Gb/s, RAID, 7.1-CH Audio, Gigabit LAN, SuperSpeed USB 3.0, CrossFireX/SLI Ready

And I would get this 6870

XFX HD687AZNFC Radeon HD 6870 Video Card - 1024MB, GDDR5, PCIe, Dual mini-Display Port, HDMI, Dual DVI, Includes Dirt3 Game w/Registration

You can also get i5 2400 and spend the earned money to a better GPU

You won't need a Z68 MoBo is you don't have an SSD (SSD caching). If you aren't going to overclock your CPU get an H61/H67 chipset MoBo. Use the extra money for a better GPU (such as GTX 460 if you want a cheap, well-performing card). The i5 2500 is fine. You can just get 4GB of RAM considering 8GB won't give an noticeable performance gain.
I was also wondering if the $1000 is just on the parts you mentioned or for everything.

6870 is better than a 460 both in terms of perfomance and temperatures. Z68 will allow him to buy a small SSD now or in the future and get thanks to SSD Caching better perfomance. And of course he will fell the difference with a 8GB kit...RAM is so cheap these days that you shouldn't get anything less than 8GB unless you're really tight on budget.

If you plan on getting a small SSD, a Z68 chipset MoBo will do you good. If you have a decent sized SSD (60GB+), you won't really need one. You can still get a Z68 chipset MoBo for a decent price so it would be a good choice overall. I didn't directly recommend the GTX 460, I only stated it's a cheap, well performing card (it's an entry level card). I would get 4GB of RAM and use the extra money to get the i5 2500K for allowing easier overclocking. If you can still get 8GB as well as the 2500K, then go with that.

If you look on this "New Build Forum" you can see threads that go like two and three pages long and not one time did those peeps ever think to post that format link. The best ones are when you see on page 2 or 3 of those threads that the OP declares he's posting from India, China, or something to that affect and everyone is posting links to newegg. Gotta love it. When I see a thread with more than 20+ post I don't even bother clicking on it to check it out.
