Is this Coil Noise?

So my 3 year old HiS IceQ Radeon 7950 was making a lot of noise so I took it out and cleaned it and the PCI-e it was slotted in. After getting a ton of dust out and reinstalling the GPU it now makes what i presume is coil noise whenever I use the GPU. Before cleaning it didn't make coil noise to my knowledge unless i was playing a game that required a GPU in which case it would make a lot of noise. However now it makes noise if it gets above 10% usage. I can't really hear the noise as I wear a headset whenever Im at my PC. But I just wanted to make sure this is in fact coil noise, or if I should go ahead and get a new card. It still runs a well as it did before I cleaned it and the temps don't seem to have increased or decrease. Also I made a recorded a video of it happening.

Also im 100% sure all the noise is from the GPU as my computer was silence when I removed my GPU.

Yes, if you increase the fan speed to a high level simulating high heat conditions. Two conditions must be met; high speed and high heat; both.
 


Okay sorry for my ignorance but even when I play a low impact game like the binding of Isaac my GPU is only at like 3% usage and my fan speed and temps stay nearly the same as when I'm idle. Also when I do play a demanding game it stops as soon as I Alt tab or close the game. Wouldn't this point towards it being more from the coold and less the bearings?
