Are these parts good for an extreme highend pc for gaming? What parts can be better?

Graphic Card: Nvidia Geforce RTX 2080Ti 11Gb
RAM: 32 Gb
Motherboard: Z390
Primary Memory: 1TB
Secondary Memory: 2TB

Looking on MSI's website.... the CPU (I assume an i9-9900k) and GPU are the best you could get. 32GB RAM is enough for gaming (currently more than enough, I think); could probably be faster but you're limited to what's available. Don't know what PSU is used or the storage configuration you've chosen.

It'll depend on what you'd be paying for it. Usually it's possible to build the same spec for less, but not everyone is comfortable with it.
