Question Is this CPU broken ?

My PC can't turn on. I've checked some things like is there a bent pin or not, but the pins seem just fine and when I took off the CPU, the motherboard turned on but when CPU is installed the PC doesn't want to turn on.

This is the CPU photo, I realised that there is one place that looks scorched (red circle):

There's also a pair of pins that doesn't look good, just next to the bottom-right corner of the central pinless area.

What processor is this? An LGA1155 type? If so, how long have you had it/where from? And what are the white markings in the central area, that doesn't look like it should be there either.

At the moment the best guess is yes, the CPU is no longer working.

Edit: digging a little more, if this is LGA1155, then the scorched pin you've circled is a RSVD (reserved) pin. According to Intel, it shouldn't be connected and if it is connected to any kind of voltage it could lead to "component malfunction". That it's scorched suggests it has been connected to a voltage somehow and probably killed the chip.

The other two appear to be to do with PCIe communication.
