Is this gaming rig fast enough for Guild Wars 2??

Ok so here's what I have so far... I want it to be able to run games such as Guild Wars 2, WOW, BF3, AC3 on at least high to max settings. Please leave any info you can to help me!

It's still an unknown as to what the hardware requirements for GW2 will be because everything graphics wise is still not optimised, however I would be willing to bet that the system you posted would play it absolutely fine on medium-high settings. The only thing i would consider putting a little bit more cash into is the GPU.

If you're looking to play all those games you mentioned maxed, I would really get a totally different build. If you can't afford it, at least get a Radeon HD 7870 or GTX 660 Ti over the older Radeon HD 6950. If you can swing it, here's a pretty great gaming build for a little over $1000.

The Ultra PSU includes in its specs "Special Features Manual 130v & 220v Switching," which is a great big laff, as it almost certainly indicates an overrated, obsolete design (the Antec VP-450 is a notable exception; it also has a voltage switch). I'd choose a better PSU, such as anything [built by] Seasonic.
I have participated in a few of the GW2 beta events and stress tests. My CPU is a 970BE, and it has no trouble with the game. Axleh is correct about it not yet being fully optimized, but it's clearly getting a lot better. The game looked great on my 970BE+HD7870, and also on my i5-3570K+HD7770; in fact the first system was better, but either did well enough that I couldn't complain. Since you're building new, I'd strongly recommend Intel. Recent reviews and benchmarks are all consistent in indicating that there is no longer any price point where Intel is not the stronger performer in games. No, I'm not planning to scrap my AMD rig, but if I were to build new, it would be Intel.

Edit: stantrm1's build has some good choices in it (CPU, mobo, case, PSU, and RAM), and some I would not choose (GPU for poor compute [get GTX560Ti or 570 if nVidia, HD7850 or HD7870 if AMD], HDD for brief warranty [get WD Black for a 5 yr. warranty], and cooler for being CM, a dishonest company [get Xigmatek or Corsair]).

I agree with stan1rm, newer videocards also have lower power consumption (I upgraded to Sapphire 7870 just for this game.)

I haven't tested my HD7750 on it yet, but my other systems I configured specifically to test modest CPU + strong GPU vs. strong CPU + modest GPU; the former combo came out on top, but then I'm a PvE guy, and the great big WvW battles may be more CPU-dependent.

I'm in Divinity's Reach. Since I particularly enjoy the RPG aspects of this type of game, my characters will likely all or mostly be human males. Shaemoor is a cool area, and you'll get to a crafting area pretty quickly.

Yea i think Arena mentioned that GW2 is CPU-dependent or something i cant remember, actually my vcard is being bottlenecked by my processor 1st gen corei7. -.- but not that much that you can actually notice ingame.
