Question Is this GPU Fan sound normal when fans start spinning faster?

Hey!
I recently noticed that there was this weird "fluctuating" sound coming from the GPU at 35%-60% RPMs, usually during gaming. Sound is mostly absent when the fans spin at lowest speeds (for this one it's 30% so around 1050RPM) I got the sound on video that I will link here and I also looked at the fans when they were spinning and I did not notice anything weird about them. Could it be that there is a loose bearing or is this just a normal thing for the GPU to do? The GPU in question is MSI Gaming Trio X RTX 4090.

Wobbling or warping of blades can touch the frame at high speed ?
If you want to RMA for faulty fans that's an option.
