Question Is this old boy worthy of GPU upgrade or I should buy new pc?

Hi guys,

I was just curious about your oppinion about my pc upgrade/getting new pc. I have this build:

and the rest of the stuff is not important. The thing is that my GPU died and I dont know if it is a good idea to buy just new GPU (I want probably gtx 1070 or rtx 2070) to this old PC or just go full out and buy myself completely new rig. I am a PC noob so if this question is stupid I apologize in advance.
