Short answer : yes

Long answer: CPU voltage is regulated by the board (or the CPU in some cases) all you are doing by buyin a decent power supply is ensuring it won't blow and damage your components and some minor gains form smoother power delivery but most of it is done by the motherboard/cpu voltage regulators
