can anyone tell me what wrong with the screen, is it water damage, and can i repair it myself
its from a dell inspiron 5000 touch screen

Looks like partial separation of the touch screen.
I doubt that you can repair it yourself.
If still under warranty, ask for a replacement.

being sold used on fleabay, just thought i could pick up a bargain and fix it myself. how would could it be fixed though by just having a go. ?

You are unlikely to be able to fix it yourself.
It is no bargain unless you can tolerate the defect.

could i swap out the screen and put in a non touch screen as they are cheap
