Is windows 8 Boot really a boot?

So I was thinking whether to get win 8 or win 7 for my laptop, and the w8 boot time seems attractive. However, I came across with this comment : "Win 8 boot isn't really a boot it's like a hybrid hibernation with restarted process in background". Is this true?

Windows 8 is a better performer. But for me - I can't figure it out near as well as using Win7.

Doesn't matter much anyway. We'll all be using Windows 10 within a year.

Yup, windows 8 definitely has faster startup time on my laptop.
Windows 7 has a tendency to bluescreen upon resuming from hibernation based from my experience.
I would recommend going with windows 8.
