hey guys and girls i have been having this issue for a while now and am looking for some help pls help. WHENEVER i play games i am not seeming to get the full fps that i used to and now my gpu usage is realllyyyy joggggy in msi afterburner. i have an r9 390 and i5 4690k and its really joggggyyy like up and down in games like Fallout 4 and GTA V. pls help i think that this started ever since i installed some drivers? maybe i dunno. OK you seem to have enough RAM. If you cannot resolve the issue with all of the above suggestions then you should consider doing a factory reset.

I still have really bad results in games like garrys mod and unturned pretty much the same results :/ pls help
 
Back to basics then. Monitor GPU usage while on the desktop and not during gaming. You should also check CPU usage with task manager and make sure that you are seeing normal numbers. Monitor CPU & GPU temperatures during gaming this time and make sure that neither of them overheats and throttles back. You could download Hardware monitor for that purpose and let it run during gaming and then look at the peak temperature numbers. If you continue seeing those high GPU or CPU usage spikes, then I'm afraid that you have to at least reinstall windows or do a factory reset and choosing the option that deletes all data. Just make sure to back-up every important file first because you'll lose everything.

on desktop i have pretty much no usage most of the time but sometimes there will be little 2 percent spikes. for formatting the drive would i hvae to disable UEFI?
thanks or could it be dust build up?
 
You are talking about GPU usage, right? What about CPU usage? Also how much RAM do you have? Yes it could be dust build up, if your GPU is 2+ years old, but in order to come to this conclusion you have to monitor your temps/clocks during gaming with afterburner. If you see the temp rising a lot and the GPU clock falling then it means that it overheats and it throttles back (drops) its clock speed in order to prevent excessive heat damage. The idle temp you mentioned is high but then again R290 & R380 GPUs are notorious for their high temps. You should also check the temp during gaming. The spikes you mentioned are normal. You don't have to disable UEFI for factory reset. From the GPU usage spikes you mentioned, I don't think you should proceed with the factory reset right now. You should leave it only as the last option and after you have tried every other possible solution.
