Question Issue syncing iCloud with Windows PC ?

Hi all, have an issue that no amount of Apple support or rummaging online seems to be able to resolve - hopefully Tom's hive mind can help.

I'm unifying all my photos in one place and opted for iCloud. I synced it with my PC, and working through Win11 File Explorer I'm able to upload photos fine, but no matter what I do, I can't seem to get the folders/organizing to sync. Folders I create in File Explorer don't show up in iCloud, nor do folders I create in iCloud show in File Explorer. The photos sync, but just en masse, and I have too many pics to just be unorganized.

I feel like I'm missing something stupid but can't find it. Has anyone been through this process and/or have any recomendations for what to try?

Thanks for the reply. Yeah that's all fine, and photos are share... just neither folder structure will align with the other.
