Issue with 7970-From 60FPS to 40 then skipping frames.

A couple of days ago I was asking here in the forum if my 7970 is performing the way it should,with my i7 860 @ 3,6Ghz.
According to synthetic benchmarks and GPU usage in games,it is performing the way it should.
But now I am here once again because I am seeing more than 60FPS in games yet, they stutter to 30,40FPS every now and then and also games tend to skip frames and feel slow.
I see minimum 60FPS yet it feels like it is actually 20FPS and,as I said,every game is skipping frames.
Also,the GPU is making weird noises like coil whine(it's a second hand GPU I bought a couple of days ago, yet it is only 2 months old).
If it helps. I run a Core i7 860 O.C. to 3,6Ghz(I'm pretty sure it's stable),8GB DDR3 RAM 1333Mhz downclocked to 1020Mhz(because of the O.C.),ASUS P7P55LX motherboard and I think this is really important to mention. I have a PSU I bought a couple of years ago,it's the Cooler Master Real Power M620W 80PLUS.
Does it help if I say that when I bought the PSU,I bought it refurbished,yet in all this time,with my old 6850 and 7850 it never let me down neither do games felt like skipping frames/suttering.
I was getting low FPS on the 6850 and 7850 compared to the 7970,of course,but no stutter or frame-skip was present.
Help guys?

Don't worry,doesn't really matter whose thread is this,all that matters now is that we have to stay tuned to the thread and try to find a fix for our stuttering issues.
It is really annoying to get 120FPS(according to benchmarks,my display only shows 60FPS) in most of the games,yet you can't play them because of the stutter.
Also,I have to say that I doubt that my GPU is broken.
Furmark can stress it for a day with no problems at all,no artifacts,nothing like that.
Also,in Fire Strike Extreme I get 3550.
That's basically the same score everyone gets,even better(because I have a VTX X-Edition O.C.).
No stutter or whatsoever during bechmarks,it only happens in games...
I wish it could stutter in benchmarks and stop stuttering in games LOL.
 


Actually it does as hijacking threads is against the rules so stay on topic and don't drop the F-bomb.

Don´t really know what to do next,apart from selling the PC...
I´ve disabled AMD´s ULPS and Far Cry:Blood Dragon doesn´t stutter anymore every 10 seconds or so,it´s a smooth gameplay now,with only 1 stutter during 10 minutes,yet,I can´t say that fixed the issue since I didn´t had enough time to test it out fully.
Try it yourself and report back with the results.
I would do it myself if I wouldn´t work 12H a day...
 
Well, for me it really only happens on windowed mode. I use windowed mode 80% of the time since i have a second monitor that is very useful to me. Going to try reinstall some other drivers now.
 
Op,you manage to fix the problem yet? Last night i used atiman uninstaller i think it fixed it for me. Not 100% sure since right after i did a reinstall of the 13.8 drivers i opened up Cs Go to find a crapload of stutter so i decided to restart and the stutter was gone. I hope it stays the way it is. Will report back to see if it had permanently fixed the issue for me :)
 


I'm going to RMA mine to Amazon,it makes funny noises,electrical noises,like it's about to burn or something and now it's not stuttering,now it's chocking every 2 seconds in demanding games,something's wrong.
 
I've just fixed it today,thank God.
My CPU overclock was really stable in stress tests yet in real life it needed more voltage to run properly,just a little so the stutter can go away . (as linpack tests confirm now).
Raised the voltage,lowered the multiplier and I've also raised my memory really close to their factory clocks and manually set latencies.(I was running them downclocked before).
Everything excellent now.
Crysis 3,max settings,50 FPS to 34FPS,that sounds decent,right?
I get slow downs,but you can tell that it's not a stutter,it's caused by a really stressed GPU.
