Question Issue with dedicated graphics not being used in games.

So I play team fortress 2 and my new laptop with a i7 8750H and a 1060 6gb can't beat the framerates of my pc which has an i5 4460 @3.2ghz and a 750ti. I cant seem to find what the bottleneck really is here but the integrated graphics gets up to about 30% usage when playing which is fine as it uses its frame buffer from the dedicated, but the 1060 usage only get up to about 30% itself. It seems like I should be able to get more than 120 fps if my 1060 was actually running above 30%. Is the bottleneck literally just the frame buffer and my laptop has a pointless 1060 which the integrated can't handle or us there a fix for this?

(ram isnt an issue I have 8gb and it never goes over 6,5gb)
 
70c on the cpu is a bit high. It might be throttling at that point to maintain the 70c temp. If your laptop has a hybrid gpu setup on it you might need to find the correct drivers for it.
It has the correct drivers and the cpu stays below 70, it's not throttling that's just what it gets to when it's boosting over 3ghz. Drivers and temps are not an issue
