Issue with options

Hello i have windows 7 ultimate sp1,i have an issue lately with the options showing next to the shutdown button,the grid that there are more options is showing but there are no options,also this happens in the language section alt+shift change the language but if i click it,a grid opens with no options inside,same happens on my antivirus(comodo).Keep in mind that on safe mode it works perfectly,also it works perfectly for some time after i have logged to windows.

Where did you get your Windows 7 64 Ultimate from?

I just had them from my previous machine and passed them to my new one,since i use debian on my older machine
