Question Issues with iPhone 11

iPhone 11 does not allow me to choose "Allow" or "Don't Allow" to the "Allow this device to access photos and videos?" message so I cannot close this message.

Other Behaviors and troubleshooting steps:
Unable to unlock the phone
Unable to restart or force restart the phone (I can get to the screen that says slide to power off but I cannot touch the slide bar.

Plug into 2 PC's, doesn't show in Device Manager, Devices in Windows 10 or even iTunes.
Please help. Batter is fully charged so it will take a long time to run out of power on it's own.

You will need to work with Apple to resolve the issues/problems presented.

Forum rules prohibit assistance with such matters (trying to allow access, unlocking, forcing restarts, etc.)
