I'm not sure what I did recently that could cause this, but any game I try to open and play says it can't be found. All of the games and applications are all installed and showing up in my game libraries, but when I click play I get an error message that says I can't play because they aren't being found. This is really strange and i am not sure what was the cause. It says try reinstalling to fix the problem, but that would literally mean doing that for each program. Has anyone else experienced this? The games even go through the motion of downloading and installing the updates for them, but once I click play to launch it I get that message that they are not found. I might try a system restore.

Solution
Did you move any folders or files to a different folder, drive or partition? That would be the most likely reason. Or change a drive letter to a different one? Check the installed location in your game library and then manually search for where you actually have the game files installed on whatever drive you have them installed on to make sure the locations match. If they don't, then change the installed location in your game loader to point to where they actually are.

I did check the location and then go an look for the physical file and they were all there. I am stumped. I haven't change drives, locations, partitions, or anything of the sort. Was having trouble with Ryzen Master even after installing it, setting it, restarting, and then opening it it would say it wasn't found and wrong driver. Only new thing I added was the AMD drivers program/update.

Do you have a full features antivirus/malware scanner and real time protection program installed? If not, then open Windows defender and do a full system scan before going any further. This almost sounds like an infection. Are any of your games from less than legitimate sources like torrents or warez sites?

I think it was from when I updated/re-installed Ryzen Master. A part of the download is installing C++ 2015 and when I was having issues with Ryzen Master I had to go in a unistall all Microsoft C++ files. It was definitely unusual and a silly mess up haha.
