It's my Friend's Mobo dead?

My Friend's PC began doing this, the PC "Blinks" 4-5 times and then the PC turns on but no display.

I think it's either the PSU or the Motherboard, any other opinion would be appreciated.

Eh, looks like the poor guy was using a 650PSU to feed a 1080 and an i5... he will get a better one.
