I have not built a PC in quite some time so I am completely out of touch with current part performance, best bang for your buck, etc. I want to build a ITX build but am extremely worried the parts do not physically fit into the case, especially my chosen PSU, so would like to ask for advice not only on parts I have chosen but also if they all physically fit together or if there will be other issues such as compatability.

Case: Silverstone Sugo SG13
Mobo: ASUS Prime H310I Plus R2.0 ITX
CPU: I5 9400F
GPU: PowerColor Radeon RX 580 Red Dragon Edition 8gb
RAM: Corsair Vengeance LPX 16gb (2x8gb)
SSD: Crucial P1 M.2 NVMe SSD 1TB
PSU: Corsair CX450M 450W

Am I missing anything, could I get better value from other parts? My primary use for this system is use on my TV for both gaming (Not looking for max 4k ridiculous FPS, i'm happy with medium settings and output 1080p), and general use. My budget doesn't really stretch much higher, maybe 1200 at a max if it can be justified.

Solution
The main clearance issue what you have is with case and GPU. SG13 has GPU length clearance up to 266mm and width clearance up to 129mm
case specs: https://silverstonetek.com/product.php?pid=536&area=en

None of the RX 580 GPUs offered by PCCaseGear store fit into SG13 case. So, either you need to use different series GPU or replace PC case with something else.

Since PC case is personal choice, i left it in and instead switched GPU that fits into it. To keep the same performance level, put in GTX 1660 Ti GPU (225mm long, 122mm wide). Also, 450W PSU is too weak for GTX 1660 Ti and even more so for RX 580. So, upgraded PSU as well with far better build quality and higher wattage output.

With all that, you're looking at high/ultra settings @ 1080p with solid 60+ FPS. For medium settings @ 1080p, look towards GTX 1050 Ti GPU.

that build looks absolutely awesome! I’m fairly indifferent on keeping the case, I simply want the smallest case I can have while still having enough power to actually do something. My only concern is the reason I chose AMD was because my tv currently supports freesync, and I’m completely unsure with how it would work with the gtx 1660ti if it still works fine, or if it won’t be properly supported?
