I've lost visual O_o!

So my brother has this old e-machine. He had some problems with the display after a lightning storm, it began displaying everything in wavy lines. He calls me up and asks me to come fix it. Before I assume its a hardware issue I check the drivers.

*It's at this point I'd like to make note that I am an amateur at dealing with these software issues.

I open up the Device Manager, this is Windows XP btw, I look under display drivers and I see two, one titled ATI 2000 Express Driver, this is what the machine has, and one named something else. Anyways, I, probably foolishly, deleted the "other" driver. Then I restarted the machine. Nothing at all is displayed now. No boot options, no start up screen, nothing. It's my assumption that windows drivers should not affect me not seeing the initial boot screen and menu. So I think the built in ATI graphics just finally hit the bit.

Please either confirm my diagnosis or feel free to flame me for being a total tech noob.

Damn just tried it, no luck. Just to be clear I turned the machine off unplugged all accessories and then removed the lithium battery on the mother board for 10 secs then put it back in and started it up, I'm assuming that resets the BIOS.

I can hear all the normal boot sounds, so it may be booting but Ive just lost visual on it. So that leads to my original idea, the built in graphics is shot. = /

In addition to this step I also replaced the monitor to see if it may have been on that side. Once more no luck.
