Question VGA Light on but disapears after restart what could be wrong?

The vga light turns off after a restart doesn't seem to affect anything except for small graphical errors.

The errors are it leaves a trail of what ever colour was onto of it also sometimes when scrolling it leaves half of that section on the screen and nothing can be seen ontop of these they go away after a few seconds. Never gotten after a restart

I've reseated gpu, checked and done everything recommended for gpu amd motherboard drivers. What could be wrong with it?False positive?

Also after restart frames overall have dropped had 135 on one game dropped to 70-60
