Here is a question for any technical experts:

-I have a 15" monitor and I am usually working at 800X600 resolution and all seem normal.
However, when I set the resolution at 1024 X 768 and try to resize a window (usually an application window like Word or Excel) the entire screen vibrates like a jack-hammer.

->Is this a limitation related to the monitor, or is it related to the graphics card?

In other words, should I buy a new monitor or a new Graphics card to eliminate this behaviour?

Has anyone experienced something like this? Any hints or suggestions?

That's your monitor that's gone to the dingos, mate. Highly unlikely your card would do that... better invest in a 17' minimum monitor.

Cow with legs spread wide either dead or playing 'cello.
 
hmm..this is interesting:
Lowering the refresh rate from 60Hz to 43Hz while on 1064 X 768 reslolution seems to completely fix the problem.
...aparently this monitor doesn't like high refresh rates and 60Hz is pushing it.

Unless you want to go blind sometime soon, I would not recommend you to use your monitor at 43Hz.

1. it is very low (bad for your eyes, very bad for your eyes)
2. it is interlaced (not the best of quality)

It should be ok, if you don't need to concentrate on the monitor for too long. And look away from the monitor frequently, try to focus at something at a distance.

yes... 43 Hz is nasty bad.
you should invest in a monitor that can at least do 75Hz at the refresh rates you want, namely 800x600 and 1027x786. should be too hard.
personally i find 85 to 100hz the best for really long stints on the computer.
and if you have the $Moolah$ i strongly reccomed at least 17 inches.
makes a world of difference.

ACK! didn't know you could set a card's refresh that low...should be a law against it thou.
43Hz That's about as bad as jerk'in the gerkin! It'll send you blind olde bean.
Send that monitor to your nearest Museum, they appreciate historic items like that, and buy yaself a present :) Sounds like you deserve it my friend.
I don’t know of any monitors on the market that won’t do 75Hz@1024x76, correct me here if I’m wrong, so any you buy will do the trick.

Thanks to everyone for their advice!

I figured as much though... after setting the monitor at 43Hz for 3 minutes, my eyes shrank 45% and fell out of their sockets.
