Just Upgraded from GTX 750 TI to GTX 970, But still have same fps no matter what settings

Hey guys, I just upgraded from a GTX 750 TI to a GTX 970, but for some reason I am still getting the same fps as my last card + it doesn't matter what settings I run my games on (CS:GO, TF2, ETC.) I still get the same range of fps. I was fearing since I just dropped $300 on this new card that my CPU might be bottlenecking my GPU; but if that is the case I might just consider returning it or something. Tell me if you guys need more information than I put down below. Thanks :)

Here are my specs:
OS: Windows 8.1
Ram: 8 GB
CPU: Intel(R) Core(TM) i3-4160 CPU @3.60GHz 3.60 GHz
GPU: Geforce GTX 970

It is due to a CPU bottleneck, the GPU is fine but the CPU can't keep up so you get the same fps, on both GPUs there is a CPU bottleneck...

its fine as long as you use a 60 hz monitor, but as i said i am pretty sure it is a CPU bottleneck.
I recommed next time before upgrading use some program like MSI Afterburner to see the usage of CPU, GPU ETC and see what need upgrading the most.
 


Now here are 2 questions here so bare with me please:
1.What CPU do you think I should upgrade to?
2.Do you think I should return the 970? Or will my fps get better if I upgrade the CPU and keep the 970 comparing to the 750. I am pretty new to this so I would love your help
 


I agree they are not at all GPU intesive but i can not explain the lack of change in the fps after upgrading the GPU other than saying that it has to be somrthing with the CPU.
I assume you know better than me but i can't see any other reason for no change at all in fps.
