k8ns-939 and cool'n'quiet

How to activate Cool'n'Quiet on gigabyte k8ns-939?
According to AMD site and Gigabyte site this motherboard supports
cool'n'quiet, but I did not find anything about it in the bios (updated to
version F3)

I downloaded and installed the driver (windows xp pro sp2) and set up the
power saving according to max power reduction, but the cpu fan keeps running
at full speed (5000 rpm, retail heatsink and fan from AMD) and is very
noisy...
The motherboard reports cpu temp at 34° and system temp at 30°...

what else can I do?

Our board doesn't have fan speed control.

You could put a Zalman FanMate control on it and set it as slow as it can go
while still cooling ok.
