Question Keyboard and Mouse Not Working in Windows Login Screen

I use a razer keyboard and razer mouse but they would not work, I have them plugged in but they are not lighting up or working, I used my mouse and keyboard on my laptop and it works on there, I tried using different keyboards and mouses but still don't work, I tried different things like, trying to get to the boot menu but nothing happens,

my Network has also not been working, my families wifi is good but mine isn't, when I would press F8 repeatedly the wifi would has a computer screen symbol with a white circle, before that it would have a red x . if you know how to fix any of this please reply .

windows 8 im using Ultra Durable Series Motherboard, and Deep Cool CPU
my PC brand is AMD Raedeon Series but I don't remember all the info

try all other usb ports of the PC (back and front)

have a look inside the PC, there should be the name of the motherboard. Should be a Gigabyte ....
e.g. this one would be a G1.Sniper 5

I've tried those but they didn't work
