Hi.
i have the weirdest problem i cant even imagine what would cause this, basically when i am playing almost any game and i minimize the game and use the keyboard for typing it feels like the PC is too slow it cant display what i'm typing its like i type a sentence i stop and then the pc catches up and shows the letters one by one (my typing is faster than the pc for some reason).

happens when i play games and minimize them to do something usually when i close the game the problem is gone but very rarely it doesnt go away this happened 2 times maybe and usually goes away within a few seconds.

PC specs:
GPU: 1080 ti galax hof
CPU: i7 7700
RAM: DDR4 8gb 2400 cl15
mobo: asus prime H270 plus
ssd samsung evo 500gb

when i play gta v the problem occurs 100% ingame usage details :
gpu 30%-40%
cpu 50%-60%
ram 6gb
FPS never goes below 100 game is very smooth no problems in game or any other game the pc is performing as it should.

i dont use vsync at all.

and i dont think vsync would cause keyboard input to stutter in chrome or windows would it ?

well looks like your memory is trying hard to keep up with all your apps at the same time. you might want to upgrade your RAM to a 2x8Gb.
is it a 2x4 RAM? you can try to do the following in the meantime.
* adjust your virtual memory
http://www.x-plane.com/kb/increasing-virtual-memory-on-windows/
* change to full screen windowed mode/borderless
* disable superfetch service

thanks for the reply, i have x2 4gb i bought those temporarily my new ram sticks will be here tomorrow.

i will try that and let you know.

as for the virtual memory
recommended is 1911
currently allocated 3072
so i guess it's ok.
