I have had an unusual problem for the last year. and its driving me nuts. Its going to take some explaining.
When i hold down the left shift on my keyboard i get this:

! " £ $ % ^ _ +
Q W E R T Y U I O
A S D F G H J K L ~
| Z X C V B N M < > ?

When i hold down the right shift i get this:
! " £ $ % ^ & * ( ) _ +
Q W E R T Y U I O P { }
A S D F G H J K L ~
| Z X C V B N M < > ?

The left shift isnt giving me some of my upper row of numbers and letters for some reason.
and it isnt the keyboard itself, as i went out and bought another one. and the new one did the same.

It's done it on Windows 10 & 11. however, i've currently gone back to Windows 10.

But seriously, WTF is wrong ?

There aren't many key modifier buttons, although those usually equally affect left and right shift at least in ANSI keyboards (you have ISO). What happens if you toggle the NumLock?

There may be a BIOS setting which defaults NumLock to "on" which rededicates some of the normal keys to a tenkey (and with Shift the arrow and navigation keys) which you probably would've noticed. Or there may be a key combination in some PC brands, much like the Scroll Lock. Windows actually has Fn + F11 for that one.

@KingLoki only one language installed on here, UK English. no other conflicts
@BFG-9000 i can try having a look in BIOS but turning off numlock does nothing with my shift keys. As i said above this started a year ago, and i believe after a windows update. its done it ever since.

I've also run a live version of Linux Zorin and my keys work as they should with that OS.

Full system hardware specs and OS information?

Make and model keyboard(s)?

How connected?

Verify that the correct keyboard drivers are installed.

Try reinstalling the drivers by downloading the drivers directly from the keyboard manufacturer's website. Manually download, install, and configure. No third party tools or installers.

Perhaps corrupted files.

Run "DISM" and "sfc /scannow" to look for and fix file problems.
