Question "Laggy" Gaming Experience is making me cry ("High End PC") I need some answers please ;v

I've been getting a bad performance in a lot of games, For example: Lego Super Heroes is laggy, Black Ops 3 is laggy but Black Ops 4 is not, Battlefield 1 runs worse than Battlefield V, WTF!? i think that is because of a gpu usage problem, i think it lags when the gpu usage drops from (examp) 85% to idk 60%... its awful, no throttle no nothing. Also it lags (gpu usage goin' down) when textures are loading but with other graphics card it doesn't happened
PC:
I7 6700K
B150 PRO GAMING AURA
DDR4 16GB 2133 MHZ dual channel
GTX 1070Ti
2 HHDs: 1 WD Blue TB & (Seagate Barracuda 2016 2TB (here is where the game is))
1 SSD HyperX Fury 240GB
Razer Ecosystem (MsPad, Ms,Keybrd,headphones) probably consuming some watts.
PSU: NZXT Hale 82 V2 550W (i think is this Zh1t)
Let me know what you think it is, i already tested changing to ssd and the other disk...

When you tested with the SSD and other HD, did you disconnect the seagate and not just move the game but still keep it plugged in? could be the issue.

yeah i did remove the other disks when i test each one of them
I also tested it with a r7 360 and it has no problems cap at 60hz, and by the way if i cap my fps it still lagging (on the gtx 1070ti) but not on the R7 360
