Laptop always has a cpu of 70-100%

So, going down the list with some problems on my laptop, I always have a cpu of 100%. I checked Processes on the Task Manager and it showed that a program called scvhost.exe was the first thing that popped up with a whopping 160,000 K of memory. When I selected that process and went to see which service it was, it showed up as "Uxsms". Im wondering what the service Uxsms does and if its possible to disable it so I may free up some memory for my laptop.

Go to task manager > start up, and disable everything that isn't required for extremely basic function, like Microsoft OneDrive. Manually disable everything else from opening on boot not available in that menu, like Steam or stray audio drivers. Reboot.

Optimize your drives. Download and run CCleaner. Run the regular cleaner and the registry cleaner. Reboot again.
